Report a translation problem
The mod author would have to update the mod or FS would need to release a "temporary patch" that reduces/removes the script error notifications produced by the mod.
If anything I said was wrong, feel free to correct me.
You can move the bar under ESC/Mod Options (or F4)/Player UI Tweaks/Player UI Width Scale/Offset Y (- is down and + is up), but know that you can’t move the art itself – guess it would look kinda weird anyway if, but it can be removed and to do so; activate the Mini HUD Preset (3. Line under UI TWEAKS), there you can also chose to go with the Rectangular Layout as well, if you prefer.

Search for this line: HideBuffs = {
HideBuffs is the code name of UI Tweaks. But better to save the whole file not just the entries under this line.
You can create the preset using this slash command in-game:
/ut_save_preset mypreset1 - to store a new preset
