Description
Adds the Migrant Fleet as a Civilization, led by Tali'Zorah.

Tali'Zorah nar Rayya, also known as Tali'Zorah vas Normandy at various stages of her life, is a young female Quarian and daughter of one of the Admirals of the Migrant Fleet. During her Pilgrimage away from the fleet, a rite of passage the Quarians take to reach adulthood, she discovered information which eventually led to the survival of the galaxy. After helping to save the galaxy countless times, she is now an Admiral to the Quarian people.

Trait: (Keelah Se'lai) Gain 50% more from research agreements. Earn +5 science in every city upon researching Computers.

UB: Special Projects. Replaces Military Base. Grants 33% stronger attack and -25% defense for air, navy, siege and armor units built in city.

UU: Heavy Fleet. Replaces Nuclear Sub. Hovering air unit. Powerful, slow, anti-armor, can't capture cities. Can carry missiles. 2 Range. Requires 1 Uranium.

This is the eighth of our planned Mass Effect civs, the Quarians. Research and technology is the way to advance in this world, and the Quarians are efficient at gaining more from even a minimal amount of technology. Combined with thier powerful machines and vehicles, the Quarians can deliver devestating attacks to protect their people from destruction.

So the Quarians were incredibly difficult to create. We always knew that we wanted to concentrate on one of the most defining aspects of the Quarians, Pilgrimage, and that it made sense for them to earn more from research agreements to represent that. We also wanted to "scale them out", basically make it so all of their unique elements flow and eventually combine to become incredibly powerful. But days upon days were spent just planning them, and they went through many iterations before we finally settled on the final version. They are of course a science based, "glass-canon" race, which represents Pilgrimage, their weak immune system, the fact they attach incredibly powerful weapons to all of their spacecraft and their generally below average defensive capabilities, though this is balanced out by the immense offensive capabilities they can achieve. Their Heavy Fleet for example is one of the best units in the game. While it's expensive and slow, it makes up for it with it's ability to unleash powerful attacks and to carry missiles, including nukes.

One thing that was great about them though was the amount of information there was to work with, there was no shortage of ideas or lore from them. For example we decided to name all their cities after their ships, expecting maybe about a dozen names, and it turns out there's like a bazillion Quarian ship names mentioned in the series. The massive amount of information there was about them was actually quite refreshing.

This is a dual project and we plan on creating and releasing all these civs (in no particular order) in the near future, and hopefully you'll enjoy them. :)

Troubleshooting

  • This mod requires Gods and Kings.
  • If you have Gods and Kings and don't know how to download or activate this mod, please follow this step-by-step guide by clicking here[forums.civfanatics.com].
  • If some, but not all, of the civs downloaded, then try exiting the game and unsubscribing and resubscribing through Steam Workshop, outside of the game. Steam just acts weird sometimes.
  • If you have a Mac then Steam Workshop wont work for you. Please click here[forums.civfanatics.com] and follow the instructions.
  • If the step-by-step guide or the troubleshooting still never fixed your problem, it's a common cache issue, which can be fixed by these steps:

    1) Unsubscribe from the mod. Exit Steam and Civ 5 completely
    2) Empty your mod folder (create backups) located at: C:\Documents and Settings\[YOUR USERNAME]\My documents\My Games\Sid Meier's Civilization 5\MODS
    3) Delete the 'Civ5ModsDatabase.db' file located at: C:\Documents and Settings\[YOUR USERNAME]\My documents\My Games\Sid Meier's Civilization 5\cache
    4) Restart steam, subscribe, restart Civ 5.

Why aren't the effects of special projects described in game?
It gets very confusing when you're playing and a tad annoying having to come to this page to check it out :S.

I think that instead of Tali as the leader its should be the 4 admirals of the Admiralty Board Gerrel, Koris, Raan, and Xen

Holy hell, the AI Quarians in my game just jumped from dead last with 115 points to second place with 278 in 5 turns. The hell just happened. o_o
