Character is Rachel Garden from the anime/game "Angels of Death", the game is available here on Steam.

Note (19/07/2018) :

This wallpaper is not finished yet, expect some improvements and modifications in the near future.
I want to say sorry for that, I usually don't share "unfinished" work.
The result I got from this wallpaper wasn't good enough for my standard so I decided to rework it a lot.
Hope you like it anyway, again, I will do my best to finish it as soon as possible.

It has been taken directly from the show. Probably Episode 2 or 3.
