I do actually tend to neglect Aqueducts, feeling like they pretty much always take up a premium adjacency tile – next to a district and either a mountain or a river. I'm missing on some opportunity here! I'll play as the Khmer next game, and force myself to appreciate this district a bit more :P

What would you think of the Religious Community (Shrines and Temples each provide +1 Housing) Follower Belief for Russia? It's a decent +2 Housing in your mostly non-farmable (Tundra) cities. You're also pretty likely to get them soon and everywhere, way before the Neighbourhoods.
But then again, without Feed the World, you're likely gonna struggle with food if you focus on International trading routes, as incentivized by Peter's Leader Ability.
Ha! I don't like Peter. I hope we'll have an alternate Russian leader soon :)

I just commented on your guide for America (R&F). This is where you're talking about AT Guns in place of AT Crews! That's odd – maybe I'm in the dark about something though :)
Also, a typo in the wonders section: "Kotoko-In" should be "Kotoku-In"!
That being said, I did place Macedon as a Domination/Scientific civ despite being rated 10/10 for domination and 8/10 for science. The two approaches are more closely interwoven, however - training units gives you science and taking cities gives you eurekas/inspirations.
Maybe a better precedent is rating Scythia 10/10 for domination and 8/10 for religion. Hmm. It's hard to justify giving Russia a pure-religious-civ status in light of that one. I'll have to consider reviewing Russia's status once I release the next guide and update the Other Guides sections.
There's no hard rules of what I put in brackets, but generally a civ is listed as a hybrid civ if their skews towards two or more victory routes are very close (often within 1 point). Russia's a tricky one as they do have a specific advantage to cultural victory that doesn't really help their religious game that much (the GWAM points), but on the other hand, their religious victory potential is significantly stronger.
Additionally, a civ like Russia is pretty much guaranteed a religion, while a civ like Spain lacks advantages to founding a religion and hence will have to seek a backup victory route if they fail.
