@Talon Zero, the Golden Retriever skin is from the Creation Club, it was given away free not too long ago. To turn Dogmeat into it, I used another Creation Club item, the TransDOGrifier which allows you to turn Dogmeat into various different colours or certain breeds, depending on which ones you own from the CC.

There's a couple of free dogs on the CC right now I believe. Without the TransDOGrifier, the dog breeds just add in a quest to go and find them in the wild so they can be part of one of your settlements.
