High Elf DLC units for High Elf Culture

Description
When you confederate or conquer the capital city of the DLC factions, you will have access to special landmark buildings if any and units of the High Elf DLC factions.

Exceptions:

1. Eltharion's unique camp building similar to Alith's is not buildable in other provincial capitals though by other factions unlike the shadow units from Alith because Eltharion's Mistwalkers are much more rare and less in numbers so it wouldn't make sense, they are kind of like Alexander the Great's Companion Cavalry, if the camp could be built anywhere, even with an upkeep cost, the units would be spammed by the AI and that breaks immersion for what ought to be a few elite regiments of just a few thousand elves. When playing as Eltharion the exception is that's only a single faction so the units won't feel spammed unlike many factions recruiting them, and we can also assume that he expanded training of such units as his empire grew with you the player in command.
For the player playing as a different High Elf faction, and for Eltharion as well, instead of being left with only 2 units per unit even with a maxed out main settlement building, I increased the count by which the main building increases the cap of the Mistwalker units. the total is 6 per unit instead of 2.

2. Aesanar Camp is not buildable by all high elf factions, it should be not be in the first place. Shadow warriors can be recruited anywhere but the shadow walkers are more special and doesn't make sense for the AI to spam them, as well as getting the unique bonuses from the building so easily, so I opted for this mercenary like system instead, it costs money to maintain the building(will probably increase the cost of the building in the future) and it's not buildable everywhere like the original aesanar camp. I don't know if adding a building cost will prevent the AI from building it too much, if not I'll look for other ways to prevent the AI from building this new building too much. For the sake of role-playing purposes, confederate these factions, don't go killing them and upon confederation you have access to their cities and unique units, then again you can do w.e the hell you want.

Note: Warhammer 2 launch pad mod manager Flags this as outdated. Dunno if thats the norm. I will report back if I get issues (playing as Imrik, wanting Sisters of Avelorn after confederate).
