This means you can for exemple reduce the recruitment time by 1 turns for all units uniformally.
So you cannot have like an unit go from 4 to 2 turns and another go from 6 to 3. They'd both do down by either 2 or 3. (using global recruitment times as exemples here)
The best i can think of would be to reduce the recruitment time of all units by 1, and global recruitment times of all units by 2. (the minimum will always be 1)

Otherwise there are mods like "1 turn recruitment times" which reduce all units to 1 turn if you want, though it seems they're editing each units individually rather than doing it through a global setting, meaning it can impedes compatibility with mods that modify units.
I'll still press the update button from time to time to remove the outdated status, thanks for the reminder.
I've used the ocasion to redo the thumbnail this time, so it's more in brand with my other mods haha
