What I commend you for is trying to create a mod that affects population growth rates... keep researching. You may find somethng more suitable then this.
So, happiness, not population growth.
At least add it as a "happiness" or "culture" buffing thing, not a food/pop buffing thing.
You do realize that the countries in the world with the highest population growth in modern times are pre-industrial level countries in great poverty with next to no healthcare or education, right? In fact some sources point to Africa as being the continent with the by far highest population growth (it used to be China, but no longer), at the same time as they have the highest child mortality rate and poverty rates.
This is because sure, new kids are being born left and right, but their lifespan isnt very long due to diseases and tribal warfare.
This is because of the society shifting to a highly educated service-society as opposed to a labor-society. People care more about having 1-2 kids being well taken care of, than flooding out 8 kids for no reason.
In many modern developed/developing countries right now, most people have 1 or 2 kids. What happens when 2 parents die after giving birth to 1 child? Correct, the overall population number declines.
