Millenium Dawn - Cheat Mods Combined

It's finally here. Cheat mods combined for Millenium Dawn.
This is a very quick and dirty edit - changing forcing ruling party should work, though is currently limited to just a handful of ideologies right now.

Faction cheats may or may not work - I left those untouched for now.

I don't play Millenium Dawn, and as such, the changes are untested. Let me know what works and what doesn't and I'll attempt to make it work.
