Happy April Fools! Compatible with both Rise and Fall and base game.

LUA: Coalition of the Willing: Bush receives an additional Military Slot while fighting a Joint War, and +10% Production in all cities per Joint War. Your land units receive +3 Combat Strength for every friendly adjacent unit of a different combat class. Receive the M1 Abrams unique unit.

LUU: M1 Abrams. Replaces the Tank. 5 Moves and receives double flanking bonuses. +10 vs Heavy Cavalry and benefits twice as much from flanking bonuses.

Agenda: Hearts and Minds: Likes civ who share his government and keep their people happy. Dislikes those who neglect their people's happiness, declare surprise wars, or ignore barbarians.

Agenda should be: Likes civs who share his government and keep their rich people happy. Dislikes civs who don't share his government or civs that give him bad oil deals.
