One thought occurs immediatly- are you aware of www.disused-stations.org.uk? It's a website about disused stations (I know- who'd've guessed) and, since about 80% of the stations in the W&T route fall under that category, it includes a lot of information about them. The Middleton in Teesdale and Barney entries include '60s timetables- a good basis for some passenger scenarios.
FYI I posted a brief description and link to this on the Friends of Darlington Railway Centre and Museum website. I am always on the lookout for scenarios for the W&T that don't use any other assets to add to the list and they've been thin on the ground lately.
