a 1 ammo per round gun isnt semi auto though because you cannot imediately fire again because you need to reload

Maybe an semi-auto 1-round gun called the "A.T Orkkie" gun, which is a one-shot H.E rifle? You shoot, then go through a 4/5 second long-reload, which consists of a gigantic round getting loaded through the bottom, then cocking the giant bolt. It one-shots tanks, and makes a huge explosion, but doesn't explode close-range.
