I just tested it and it works as we discussed. As long as you don't purchase from the Bazaar you only have to sell the highest amount of a loot item that unlocks multiple bazaar recipes, not the cumulative number. This changes things a lot for my completion checklists, so I'd have to make those adjustments.
P.s I'l explain the +1 confusion from my first comment. I need to collect the amount of loot needed to unlock the recipe, plus 1 to keep in my inventory after selling as part of the completion challenge.
Like I say in the guide, it's a binary thing yes or no. Time, other sales, doesn't matter. In your example if you sell 5 Water Stones + everything else, you get both. If you sell 4 it will unlock Rain of Tears. If you sell one more it will unlock Traveler's Garb as long as you never bought Rain of Tears. That's how I remember it, but it's been years since I really played this game. If you can, test it.
Every time you buy a package that has any item it, that item is then always set to 0. Even if you sold 99 previously and only need 2 for a recipe.
Rain of Tears = Yensa Scale x1, Green Liquid x3, Water Stone x4
Traveler's Garb = Braid Wool x2, Tanned Hide x2, Water Stone x5
I sell the following with hours of gameplay and selling different loot in between, but never buy packages from the Bazaar:
1. 5x Water Stone
2. 1x Yensa Scale
3. 2x Tanned Hide
4. 3x Green Liquid -> Unlock Rain if Tears
5. 2x Braid Wool
Assuming I never sold Water Stones after 1, will I now unlock Traveler's Garb? Ie. will the Water Stones reset at step 4 or not. Again I am not purchasing anything from the Bazaar, so according to the "Vendoring Trick" paragraph this should work: "It's imperative you not buy any unlocked Bazaar Package until you've sold all the items you need to unlock multiple packs. If you do, this method will not work."
Thank for the elaborate response. My confusion comes from the guide saying "These items are sold to a vendor and all the values are now in 'Loot Limbo', and will remain there until a Bazaar Pack that contains those loot items is purchase by the player." My understanding here is that if I unlock the Bazaar Pack, but never buy it, the loot used to unlock it will remain in Loot Limbo and can be used later in the game to unlock a linking Bazaar Pack without having to sell it again.
Your comment explains that the Loot Limbo is cleared when the "new bazaar item available" pops up. Which is different than the guide stated (and how I believe the system worked).
1. Sell the highest value of the common item.
2. Sell or have previously sold all other items needed for all recipes.
If you sold A, B, X and Y, but 0 to one less that the lowest amount needed - in this case 1 Water Stone - this will be fine. Once you sell one more Water Stone, you will unlock one recipe, but not the one that needs 4 total Water Stones. But if you sold 3 more, then both would unlock.
It's a convoluted method. This is why I suggested if you really want to unlock all recipes, with the lowest effort needed, then you need to hold off on selling any item that is in this Multiple Recipe Loot. That being said, most items are fairly easy to acquire, and isn't overly important. I hope this answers your question, if not let me know.
No, the menu closing only applies to the final step of the recipe. So let's say you have two recipes you want to do at the same time. Both contain Water Stones. One requires 2 the other requires 4. Recipe 1 has X and Y items as well. Recipe 2 has A and B items.
If you sell 4 Water Stones, X, Y, and A. This will only fulfill one recipe because you didn't sell B. If you back out of the menu at this point the alert that you have a new bazaar item available will pop up, and this will reset all items in loot limbo. So in this example the Water Stones are now at a value of 0, as well as everything else in both recipes.
Let's say you did all of the above, and also sold item B. This would unlock both bazaar items.
can I sell only the highest amount of a loot item if it is used and much later the other loot. Since it seemed that if you don’t purchase from bazaar the loot pool and loot limbo are not cleared. But if you go out of the menu they are cleared as well? I will do some testing myself as well
If so it's not +1. It's the highest value of a multi-item Bazaar recipe. So if two items require Water Stones, let's say one requires 2, the other requires 4. All you need to sell is 4 - as long as you also sell the the other require items at the same time it will unlock both packages. You cannot back out of the menu before you sell all required items though.

1. I calculated the loot needed as being number needed to unlock + 1. Ie, for Wind Stone 4 (3 + 1) and Water Stone 10 (4 + 5 + 1). Seeing that I will not be buying the resulting recipes, this would mean that I only need to collect 6 Water Stones instead of 10.
2. I wait until I get the last loot piece for a bazaar recipe, before I sell the exact amounts. If I understand correctly, that is also not needed. Ie. as soon as I have 6 Water Stones I can sell them and they will stay available to unlock recipes the rest of the game. I will need to be careful with recipes I will be buying.

That being said FF12Grand Master has a guide that goes over this. However, it was made for FFXII Vanilla, but it's still roughly 95% accurate - if you can find that guide anymore. I did a quick look and didn't find anything at GameFAQ's where he originally uploaded it too like 16 years ago lol.
If you want to really get everything as early as possible you are making the game much more difficult, just my two cents on the topic.
