Steam Console
Steam has a console that can be enabled by putting putting steam://nav/console or steam://open/console into your browser URL bar, then opening it with steam and it should put you on the page with the console.

The command we are going to use to roll-back is download_depot [GameID] [DepotID] [ManifestID].

Fallout 4's base game ID is 377160.
To find the Depot ID and Manifest ID you need to head to SteamDB.

Once there, put Fallout 4's ID into the search bar and press Enter. In the results click on the one whoose name is 'Fallout 4' (the first one). You should be redirected to SteamDB's Fallout 4 page.

From there go over to the 'Depot' tab and find 'Fallout 4 exe', note its ID, 377162 as we will need it.
After that click on it and navigate over to the 'Manifests' tab.

You will see the Fallout4.exe versions here.
Find the one youre looking for, for now its the previous version (10.50), with the Manifest ID 6449513258100364429.
And we are done, now to finish it off - go back to the steam console.

And we execute the command to get us the 10.50 version of the exe.
download_depot 377160 377162 6449513258100364429

After its executed steam should start downloading it and provide the download location in the console. Take the newly downloaded one and replace the new one with it. And its all done.
Steam console should dissapear next time Steam starts up.

there is now a tool that does this automatically. Don't ask where to get it tbh. It is obvious and can be done with a single google search. A lot of complaints here have simple solutions and I don't think a lot of these people have the intelligence to be modding the game anyways. Same people complaining under mod authors creations with problems they obviously produced.
