Description
The National Public Works Agency engages the unemployed workforce for the betterment of a civilization through the creation of public works. Public works are a broad category of infrastructure projects, financed and constructed by the government, for recreational, employment, and health and safety uses in the greater community. They include public buildings (municipal buildings, schools, hospitals), transport infrastructure (roads, railroads, bridges, pipelines, canals, ports, airports), public spaces (public squares, parks, beaches), public services (water supply, sewage, electrical grid, dams), and other, usually long-term, physical assets and facilities. Though often interchangeable with public infrastructure and public capital, public works does not necessarily carry an economic component, thereby being a broader term. +1 Production from Unemployed Citizens in every City. maybe you should balance it out so it reduces maintinence on buildings/roads instead of providing a production spike for cities with massive food surplus.

a simpe janitor that walks around monitoring a building for damage and prevent damage minor repair jobs is cheaper then outright replacing the whole thing, which makes it suit with the tech quite nicely and explains why building maintinence goes down. just an idea i have

Using this mod with the Emigration mod can get some truly high production in late game cities.

Holy crap this is overpowered... Built one in my Indian capital with level 65 population. Even with max specialists it gave me 40+ production.
