hmmmmm, i am no expert on gta servers, but if its an open lobby and you are always allone, its either really bad luck, or a server split, the latter happens when you have a laggy pc or bad internet connection, it apears as if every other player has left, maybe try re-installing the game, or verifying the game cache, but if that doesnt help, i would contact rockstar support, they probeably have a better understanding of this then i do.
