Then I unfortunately don't know where the issue is, this video file should work fine. You can try right clicking the wallpaper in Wallpaper Engine and selecting "Open in Explorer", there you'll see the video file, try playing it in VLC or similar.

Not gonna lie, I don't thing I can change the output? I do not see that option in settings

Please make sure your audio output is set correctly, I've re-downloaded to test and my audio still works.
