Less Agents/Heroes [July update]

Description
-Just like the old mod, reduces the agents/heroes limit from 10 to 2 for each sub-type for both player and AI-
-Generals untouched-

Changelog:
increased the limit to 2 to prevent issues with High Elves and Beastmen.

The TWW3 version is no more guys, sorry. But there's a better mod that does the same.

That's weird, it shouldn't. The mod still works thou so don't worry too much about it.
I will recompile it as soon as the beastmen update is out.
