Did a bit of testing and from what I can tell the above means that all hacking rewards that normally give a PCS are also disabled even though the option still exists. So if you hack a tower and it says the reward is a superior pcs and your hack is successful, you just get nothing. Same goes for skullmining where a reward can be a PCS unless it actually uses the word "extract".
Also some of the advent have the new extract PCS options while others don't, for instance priests do not but troopers, stun lancers, and shieldbearers do.
You can still buy a PCS from the black market if you see one offered there. Not sure about the covert op that can give a PCS as a reward, I usually don't consider those worth doing.
