I have this installed but for TLP I still have to evac one by one ...

Yeah I have looked into this bug in the past. It's not easy to do without some pretty significant changes to the game that would impact mod compatibility. I had fixed this completely in the non-WotC version of the mod but it used a custom neutralize VIP map and it didn't work with people using other custom mission types or map mods. So for WotC I decided to go for better compatibility at the cost of not being completely fixed. Evac All _will_ solve the problem as long as you have more than one remaining soldier, but if there is just the last guy carrying someone it will still consider the carried unit dead.
