Mod REALLY needs a update.
After clicking the location you mentioned, open the "Move It" panel.
You should see a new "PO" option added there.
Using Move It, select the building or prop that you want to convert into a PO.
With that object selected, click the "▼" button in the Move It panel.
You should see an option that says something like "Convert to PO." Click that option.
Once you do that, the object will be converted into a PO.
Note: Depending on the asset, the building may appear cut in half or may not be displayed at all. This is not a bug, but rather a limitation or characteristic of that particular asset.
After that, try clicking the panel in the upper-right corner again.
You should now see a "+" icon appear where the object was converted into a PO.
Clicking that "+" icon will allow you to do things like scale the object up or down and edit its texture.
