Description
Thu'um Mastery

This mod adds 2 new perks. One of them has 5 ranks.

The first perk is Thu'um Mastery
It is located in the Speech skill tree and only needs the first perk of Haggling to access. Each rank of Thu'um Mastery gives you +10% off your shout cooldowns. There are five ranks for it.
Rank 1 requires 20 speech skill
Rank 2 requires 40 speech skill
Rank 3 requires 60 speech skill
Rank 4 requires 80 speech skill
Rank 5 requires 100 speech skill

The second perk is "Dragon Breath"
It is located in the Destruction skill tree. It requires either "intense Flames" or "Deep Freeze" and requires level 75 Destruction skill to unlock. This perk doubles the damage of two shouts. They are Flame Breath, and Frost Breath. This will stack with Paarthurnax's freeform Meditation quest. "Yol" adds 25% more damage on top of everything else.

The Talos Amulet still has 20% reduction in shout recharge and it stacks with the Thu'um Mastery Perks above. The Talos Amulet no longer benefits from the Fortify Restoration Glitch to get free shouts. (See my other mod about fixing that glitch for good) http://steamcommunity.com/sharedfiles/filedetails/?id=106872291
With all 5 perks in Thu'um Mastery, equip a Talos Amulet, and get a Bless from a Talos Shrine, which also gives +20% shout cooldown reduction, you can hit a total of +90% shout cooldown.
Perks: +50%
Talos Amulet: +20%
Talos Blessing: +20%
____________________
Total of +90% -A shout which used to take 100 seconds to recover will now recover in 10 seconds.

Use this in conjuction with the Magic Scaling Mod. It also makes Shouts more powerful as your speech skill levels up.

-NEW- Feature added.

Using shouts will level up your Speechcraft skill. The amount of XP earned from a shout is directly proportional to your Shout Recovery Cooldown time times a factor of 5.

Special Thanks to +PCPP+ BloodSpill for his help figuring out how to script the skill increase stuff.

All of my mods have been cleaned with TES5Edit and don't contain any dirty or wild edits.
I have bug tested this to ensure no problems. But, if you discover a problem, please let me know by posting in the comments.

To Install, just subscribe and start the Skyrim launcher. It will download the mod automatically.

This mod is part of my Mage Power Shift Collection. These are all intended to work together to create fresh and exciting spell casting gameplay compared to vanilla without becoming overpowered or stale.

Hola. A mi me sucede que uso los puntos en el árbol de habilidades, pero al cargar la partida, me salen en blanco y si vuelvo a usar puntos se acumula el efecto al guardado anterior.

Xobra that is mainly needless as BOTH nexus & workshop mods are compatable with the exception of nexus many nude and NSFW mods & animation packs

hmm, it seems like the perk points are permanent. i used the black book in solsteim to reset the speech. but its still there. even if i remove the mod, its not there. but the passive for example i got a speech of lvl 40 and i invested 2 perk points in it which is like 20% cooldown?. but after removing as i said a while ago, its still there. invisible to the active effects menu..

The amount of XP towards leveling depends on how long your cooldown is. If you use a lot of enchantments that make the shout cooldown instant, you will get zero XP from it. If you use a shout that has a 1 second cooldown, you get 5 XP. If you use a shout with a 3 minute cooldown, you get 900 XP. It is capped at 1,000 XP

for some reason steam won't download this mod. I looked through all my mod files sevral times over and was watching closely for a message that it's being downloaded in skyrim launcher but it's not there. I tried re-subbing and it didn't help. Any ideas on how I could get the mod?

I think I got an item mod that has that, but it would be nice to not need it, then again I'd probably use it anyway, since, unless this actually gave 100 percent cooldown reduction, because It would still leave more enchantment space, once I get the muiltiple enchantment thing, but I do think you should be able to shout endlessly without it, seeing as how the dragonborn is supposed to be able to make his thuum stronger than that of an actual dragon (with practice of course), and dragons can shout for all eternity, with practically no breaks in bettween shouts, I find the dragons to be slightly cheating in that sense... LOL but then again so is the dragon born for being able to learn as fast as them, ofcourse it's still not really cheating, because at that point you're hust evening the odds a bit, though sucking out their souls and devouring them so you can learn another syllable of a word seems a bit harsh. :)
