Remember Civ: Beyond the Earth was very disappointing even Pandora retrospectiviy achieves much more than C: BE. C; BE is inconsistent, lack of flesh, and have serious balance issues. Starship seems to me just like an attempt to facelift that game, hence the bundle - even that the concept is fun.

Developpers are usually not at fault. A lot of time it's the producer that say : "The game is shipped out in 3 month. That the dev finish or not". You should read Daikatana story for exemple. It's really informative. For exemple. 36 Days before launched, S.T.A.L.K.E.R. didn't even have a playable demo. The producer said that they invested enough money into the game and say to the dev to realease it.
