If it's listed on that page, then the game is on your account, but for some reason it's not showing up on the client. If you still want your money back, you'll want to select that transaction, but check your filters for your library to see if it's just filtered out.
If it's not listed on that page, then you didn't buy it on that account. I'm assuming you bought it on the Steam store? If you did, then you may have to contact Steam Support to straighten things out.
