No problem, it's my pleasure. You know, I've been playing ESO since around July 2018, and I've clocked around 10k hours thus far, and I have noticed plenty of changes in that time, some good and DEFINITELY some bad. I'm guessing you have also noticed your fair share, seeing as you've clocked over 25k. I think the servers are particularly old, and each patch ZoS releases can sometimes feel like placing a plaster over a gunshot wound.
What I will do is log into ESO now, and I'll screenshot the current settings I am using that have helped me overcome a lot of the issues I was facing (I will upload those screenshots ASAP and label them "@Mashlg"; then you can always try them and see if it resolves the problem for you). I hope that the settings are the problem, as that would be an easier fix than trying to identify if it is a server, addon or anything else.

And it's the same situation with the ping. I'm pretty sure it's not the quality of my connection, because in other games like CS2 (where low ping is critical) I'm doing fine. In addition high ping does not appear all the time, but most often during some events, during peak hours on servers or in Syrodiil. This seems to me to be a direct indication of server side problems.
There could be a few issues you're experiencing. My games were recently crashing for no reason, only for me to find out it was the last Nvidia driver, 576.02 (driver 576.28 seems to have sorted the problem out).
Also, I found that my GPU kept disconnecting from the PCIe socket and thus causing the game to crash. If you're playing at 1080p, try to play in windowed mode, as that solved a lot of problems for me (full screen, not bordered). Finally, try to bring your settings down a touch; that should help a bit (I don't think all the beautiful screenshots you post will be affected too badly).
If you want to check if you're experiencing ping issues, simply type /latency and you'll see your ping in the bottom left corner. My latency was between 80 - 240 (so, you can imagine what healing dungeons or trials was like, lol). I upgraded to 500 Mb/s, and now my latency is around 50 - 60.
