Tomb Kings is very different than say, the Vampire Counts. There is no undead resurrection after battles, And no pulling up units quick from large battlefields. They do have some interesting new mechanics in their tech tree and build lists tho. Im early on it, I would say its ok, But I probably overpaid by about 10$ considering its 20$ just for one new faction with very little in the way of new content otherwise. There are 4 starting lords for the Tomb Kings, So thats something more than most factions get, but still, I think 20$ is a bit high for what you are getting. Also, their roster of units isn't particularly deep. I would give it a 7/10 so far, Unless you are a major TW junkie like I am, wait for a 50% off steam sale.
