Valve closed the Volunteer Moderator program. I am just a simple user, with a retired community moderator badge now and have been for several years.

This is due to the discussion getting out of hand.
If you block them, then it will simply hide their post from view, though with the option to view it.
Blocking only prevents direct contact, such as a chat message or on your profile.
If you have an issue with a user, then block and ignore their posts. If you feel their post violates a rule, then report the post.
It is to stop spam of suggestion for games. The discussions was littered with such at one point.
The first post explains what I previously said and how to go about getting a game on Steam. Sadly, people don't read beyond the title.
If there is a game you wish to see on Steam, then you will need to contact the game's developer with the request.
