I have some more information about it, I also filled out a whole form on sumghai his github about the problem, but he says it's not on hamefura side, I think it has to do something with show hair with hats mod, but I will send the page I wrote because than I dont have to copy everything here.
https://github.com/sumghai/Hamefura/issues/4 I thought it, because I selected the option use dont shave hairs, and the pawns are still bald when they have hat on. I will try dubs apparel tweaks, when I used the mod I had some problems with understanding the mod.

@Chunnyluny, not sure that reverting to low vanilla textures caused by hairmodding plus: i removed hairmodding plus and now i can confirm that happens without it.
Try Dubs Apparel Tweaks ( https://steamcommunity.com/sharedfiles/filedetails/?id=2296697286 ) instead of show hair mod, that works correctly for me (hairs not reverting back to vanilla).

Unfortunately, I cant reproduce error with warmask and hamefura. Can you provide info about pawn named Turtle?
