was it released in a completely unfinished state? Yes!
are there still stupid bugs, police ai, etc? Yes!
did they overhype the game, the gameplay and the story? Yes!

BUT even with all these faults its still a good game and definitly a good foundation to improve on. Lets hope the devs at least deliver on this promise.
