Do I need to be Steam level 10 to set a profile background?

Once I collect/craft at the Portal 2 trading cards, can i set a profile background? Do I need to be level 10 and unlock the profile showcase to do it?

AFAIK, you only need to own a background in order to set it, no specific level required.
You can change it by editing your profile.
The option will be somewhere between profile summary and favorite group.

For the Showcase you need to be level 10.

Backgrounds and emoticons have no level requirement, you just have to find one.

Showcases slots are unlocked by level, 1 slot every 10 levels.

No. Just edit your profile and you'll see the background that you have in your inventory. Cheers.
