Players often find it reassuring to know when a game has an anti-cheat system in place
when a player sees "VAC" they start laughing and crying at the same time. Very reassuring indeed.
Users often dislike (kernel-level) anticheats, but on another hand — they dislike playing with/against cheaters even more, so most still see that as a "necessary evil". It’s hard to imagine a multiplayer game without any kind of anticheat, so if you tell them your MP-game does not use any — it would certainly be anti-reassuring. Though some would prefer choosing lesser evil if possible —like server-side or local non-kernel ACs.
one more thing: pretty sure you already thought about this but if not, tell publishers that if they patch it in later, the game gets delisted and they need to refund.
Sure, and if they unpatch it — then you gotta chip in extra :)

After this information is filled in, Is there a way to locate the games in my library which have kernel-level anti-cheat without going to each game's store page?
Likely not. That warning is intended to inform you before you buy/add the game in case it’s important for you. If you’ve already bought the game — well, not much you can do if you’re past refund limit.
Would make it easier to uninstall any already installed affected games and avoid installing new ones - just like I'm treating every single Capcom title right now.

Capcom got rid of that infamous kernel-mode anti-cheat many years ago.

Capcom stealthily updated much of its back catalog to include the shifty Russian DRM called "Enigma Protector", and I do not want that on my system, and I do not trust them to not do it with any of their other titles, so Capcom is dead to me now.

What is with the verbage of "requires manual removal"? What does that mean?

It means if someone uninstalls the game through Steam, the anticheat software remains installed on their computer until they perform some other action.
Kernel based should be banned, fined and be illegal. It blows my mind that Microsoft is still allowing this, after they said they wouldn't.

Did Microsoft ever explicitly say they would ban kernel modules?

No, they did not. And they won't, because the companies that rely on those kinds of features are Microsoft's paying customers.

So basically people read clickbait articles then turn them into misinformation?

A game of telephone almost certainly occurred.
