It's been 3 hours now.
Last time this happened to me, all the texts I'd tried to send arrived pretty much exactly 24 hours later.

I went to my mobile before posting, I don't see any option for designers. I only see a buyer's side. Do you have to activate something special on the account to manage your game via the steam app?
Well, switch to Steam Guard instead of SMS.
But some complain that they get an error when trying to enable Steam Guard (because sms-code is used to confirm) — i have no idea what to do then.

for one full day. So I set up the QRcode from the mobile app to bypass it. Now it's :
"Due to a recent change to your accounts security you will be unable to set the default branch on released apps for 72 hours from your last change in phone number, authenticator or email address. If you made these security changes yourself and need to ship a build urgently, please contact Steam Support here."
it is an important patch for a game just released...
I'd recommend the same thing that last sentence does - file a support ticket if you need something fixed as soon as possible.
I instantly filed a ticket. I'm still waiting. How is this even possible
