Well Ubuntu and Windows use sometimes different libraries on the same game or program.
I often found that same game runs better and smoother on Windows than on Linux (that's sad but Linux has higher system requirements for the same game). Have you tried this game on higher or lower versions of Ubuntu.
I have seen same problem on askubuntu and here on Steam forum - Ubuntu 18.04 and 18.10 (grey screen).

The inxi program can tell a lot about the hardware. Its available for Ubuntu, but not directly for steamos.

Btw do you also have steamos or ubuntu? Steamos is the linux distribution from Valve which is similar to ubuntu but it starts steam up in big picture mode and has a lot less programms available out of the box.

Once you have inxi type in a terminal:

inxi -GCMS

and a lot of info is written about your PC

But it sounds you have a missing library. I played Civ 6 on ubuntu 18.04 and then 18.10 once I upgraded without problems.

Try to start Steam from a command line then start Civ 6 and paste the output from the terminal here and someone might be able to help

Only my guessing - as Linux in general doesn't fully support AMD Radeon graphics and many games have been reported as not supported on this videoadapters, that might be the problem.
(maybe I am wrong)

As you can see on official Civilization 6 thread on Steam - https://steamcommunity.com/app/289070/discussions/0/144512942755435118/
System requirements below: Operating System: Ubuntu 16.04 / SteamOS CPU Processor: Intel Core i3 530 or AMD A8-3870 CPU Speed: 2.93 GHz Memory: 6 GB Hard Disk Space: 15 GB Video Card (NVIDIA): GeForce 650 Video Card (ATI): Not Supported Video Card (Intel): Not Supported Video Memory (VRam): 1 GB IMPORTANT NOTICE: Some Intel i3 Processors may require an additional 2 GB Swap Partition.

That means you have to buy at least GeForce 650 or higher Nvidia graphic to play on Ubuntu or other Linux distribution. Or play Civ 6 only on MS Windows systems.

Good luck!

I do not know much about AMD GPUs, but is 6570/7570/8550 not higher than the reported minimum AMD 5570 ?

You came to the wrong forum, try the game board on steam there is a really long linux thread at the top. Also if you are on reddit then https://old.reddit.com/r/linux_gaming/ is really a good forum, there are a lot of linux gamers with AMD there.

I have a suggestion you can try I saw :
Go to the game folder (right click the game in steam, properties then the local files tab and brose open files, then rightclick there and choose open in terminal

then

echo 289070 > steam_appid.txt

(otherwise the game won't launch outside of Steam itself)

and

./Civ6Sub

that will start the game without the launcher. Tip from https://wiki.archlinux.org/index.php/Steam/Game-specific_troubleshooting#Civilization_VI and a post in the game forums linux thread https://wiki.archlinux.org/index.php/Steam/Game-specific_troubleshooting#Civilization_VI

They do not officially support AMD and Intel graphics, but there are people that reported it to work, so that is why I suggested to start the game without the launcher and else try to ask in https://old.reddit.com/r/linux_gaming/

The error also told Minimum: 1 GB & AMD 5570 or nVidia 450, but I do not know if they have a better or worse GPU.
