PC gaming without owning any PC hardware is a very cool concept, not just from cost saving line of thought but from technological perspective.
I think it's cool either way, I think developers would benefit from having a SteamOS Gamer version and also a SteamOS Developer version which has devtools installed liked Unity Engine, Unreal and other tools.
In many cases Linux can simply be dd'd to a disk, plugged into any computer and work, so I imagine with VM's it could easily be the same.
