They changed my profile picture, bio, blocked friends, added a scammer to my friends list. The scammer contacted me posing as a Valve employee, etc.
I was dumb and should have reviewed the API permissions.
If this happens to anyone else, the two steps I took to remove their access
1. "Deauthorize all devices" to sign out of Steam everywhere -- https://store.steampowered.com/twofactor/manage
2. "Revoke My Steam Web API key" -- https://steamcommunity.com/dev/apikey
