It should say it created it. Now you will find a blank folder with the name of the directory under Documents/Paradox Interactive/Stellaris/mod/<directory of your mod>, where you will put the mod files.
Create a “common” folder and inside that a folder called “ascension_perks”, then make a txt file using notepad and name it whatever you want. This is where you start coding.
I haven’t made any ascension perks, so I am not sure, but just copy a vanilla one into the folder and change it’s name to something like ap_ship_cost_reduce. Under the line where it says modifiers, you will put in a specific line of code for reducing ship upkeep. Unfortunately someone else will have to tell you that modifier name.
Besides that, you need graphics and localization, which I can’t tell you how to do for APs, but I hope this helped somewhat.
