steam beta not opting out 2023

whenever i try to opt out and its in no steam beta update it still is steam beta

If this problem just started happening today for you, then I don't think you are experiencing a bug. The beta UI just migrated to the stable client yesterday (June 14, 2023). The news update is here: https://store.steampowered.com/news/app/593110/?megaphone=1

So I think your issue is that while it seems like you are still in beta, you are actually in the new default Steam client. That is, unless when you opt out of the beta the Interface tab in Steam Settings says "Steam Beta Update" in the dropdown list. If that's the case, then my only advice is to uninstall/re-install Steam. When you re-install Steam, it should default back to the non-beta client.

Steam -> Settings -> Interface -> Client Beta Participation: and see if it say Beta or not

i updated and it still isnt letting me opt out

I'm pretty sure they pushed the new "beta" GUI into the stable release now.
There's no going back to the old GUI, everyone gets the new one now
