Report a translation problem
In my case, it had to do with "DST Root CA X3"(SSL certificate required to browse Steam) being expired on September 30, 2021.
Here's something I tried to solve my problem in further detail:

Its diffidently not HTML, that loads in properly. Images however doesn't seem to load up.
Hm... if you look at the sourcecode of the Steam Community webpage you'll notice that the CSS stylesheets (used for buttons and the like) and javascript code used for displaying games in the way they're normally displayed are going through the cloudflare service.
Its possible Cloudflare was simply down at that time or something went wrong there.
Everything that wasn't going through cloudflare seems to load up at least, creating that weird look.

and, if that is it, then the guide speaks about the wrong certificate.
Since community.cloudflare.steamstatic.com is used. and this is certified by Cloudflare, the certificate you need to get is Baltimore CyberTrust Root and install it as Root CA.
The Let's Encrypt certificate you speak of is only used by 'cdn' in SteamCommunity, and 'cdn' is used to load in people's profile image.
What OP experiences is far more load-in issues than just people's profile image.
The only issue is creating the guide or listing the item or doing whatever you may be doing within the steam app itself whether that be on PC or the mobile app. Once you create it first on the browser it should work.
Worth a shot at least.
