How can i view someone's inventory if it's on private ?

You can't. Some 3rd party websites (depending on what game items you are interested in) will cache them at the time they got the information from the inventory before it was private and keep that on the site.

If you get a trade offer from someone, you can see it but other than that you can't.

You can't and you shouldn't try to. If the owner of the profile wants to keep his inventory private there's probably a good reason for that.

Well , i was asking this cause a lot of scammers add me and i wanted to see what they have..

Stop using 3rd party sites (like those in your profile name history) and trade only in Steam where your inventory is safe and transactions are tracked.

Oh, sorry. I understand but there is no way you can view someone else's inventory if it's private.
