It is def not a Valve employee or anyone like that so blocking and ignoring is the best thing to do and not interact with them or do anything they might tell you to do.
Okay and yeah they're not added in my friend list and never had!
I've found out that normally there's no option to send a message to anyone while browsing their Steam profiles but since it happened to me in CS:GO so there's an option to send a message while seeing scoreboard and clicking on a message icon but its up to that person if they block or allow communications from their side but still its annoying for me that any stranger person is messaging me like this so I hope if its really annoying to a lot of people like me then it will possibly be fixed some day in the future soon by the game developer!
Yeah I've already launched the Steam support ticket for this so Valve would know and I told them that if they want those profile links then I can provide them from my blocked list and if these same accounts do this again then I will definitely report their profiles but its of no use even if Valve would've banned those accounts as whoever that person will be, they will send those messages again with different accounts!
