Don't know how good the info is but basic searches say try Steam as admin, then go on to say try with the package folder removed but here's the 'Steam Client Troubleshooting' page: https://help.steampowered.com/en/faqs/view/29A6-F529-F956-6292
if not worked there some steps for backup importand data and repair client:
in cmd.exe (or an .cmd file) run as Administrator
keep \backup:
%steam%\appcache\stats\
%steam%\config\
%steam%\logs\
%steam%\steam\games\ games icons!
%steam%\userdata\
export
regexp.cmd:
check filesystem

Then, execute as Administrator a resetnetwork.cmd command file with the following content:
option to reset client config to default settings
than delete all, except:
be sure that your antivirus NOT block steam components and NOT use protection and \ or sandbox that prevent changes like Controlled access to files and folders in Windows Defender
than you can switch to beta
