Go to where you installed Steam on your computer > Steam > package > delete the BETA file in there and then start up Steam. It should prompt you into downloading the original client files and take you out of the Steam beat client.

I don’t know which one is the beta file? There’s not one called beta file

That's where the data for the client updates gets downloaded to if I'm not mistaken - so something preventing that?
Don't have the answer for this situation :(

Don't know how good the info is but basic searches say try Steam as admin, then go on to say try with the package folder removed but here's the 'Steam Client Troubleshooting' page: https://help.steampowered.com/en/faqs/view/29A6-F529-F956-6292

there command -clearbeta will be added to steam shortcut

if not worked there some steps for backup importand data and repair client:
in cmd.exe (or an .cmd file) run as Administrator
net stop "Steam Client Service"
and delete C:\Program Files (x86)\Common Files\Steam\

keep \backup:
%steam%\appcache\stats\
%steam%\config\
%steam%\logs\
%steam%\steam\games\ games icons!
%steam%\userdata\

export
regexp.cmd:
reg export "HKEY_LOCAL_MACHINE\SOFTWARE\Wow6432Node\Valve" C:\hklm_valve.reg /y reg export "HKEY_CURRENT_USER\Software\Valve" C:\hcu_valve.reg /y
configs of client and games, stored in registry

check filesystem
https://technet.microsoft.com/en-us/magazine/ee872425.aspx
and OS integrity
https://learn.microsoft.com/en-us/windows-hardware/manufacture/desktop/repair-a-windows-image?view=windows-11
https://answers.microsoft.com/en-us/windows/forum/all/sfc-scannow/bc609315-da1f-4775-812c-695b60477a93

Then, execute as Administrator a resetnetwork.cmd command file with the following content:
ipconfig /all >c:\ipconfig.txt ipconfig /flushdns ipconfig /release timeout /t 120 ipconfig /renew netsh int ipv4 reset >c:\resetlog4.txt netsh int ipv6 reset >c:\resetlog6.txt netsh winsock show catalog >c:\winsock.txt netsh winsock reset catalog reboot
Ipconfig.txt, resetlog4.txt, resetlog6.txt, winsock.txt - this is backup and logs for rollback, if something went wrong

option to reset client config to default settings
steam://flushconfig

than delete all, except:
keep \backup: %steam%\appcache\stats\ %steam%\config\ %steam%\logs\ %steam%\steam\games\ %steam%\userdata\ %steam%\steamapps\ %steam%\steam.exe %steam%\ssfn*

be sure that your antivirus NOT block steam components and NOT use protection and \ or sandbox that prevent changes like Controlled access to files and folders in Windows Defender

than you can switch to beta
