Generally, it's enough that you download the skin's folder, place it under Steam\skins\ and then enable it from [Steam > Settings > Interface]
Should they introduce a font you don't have, you'll place that font file (.ttf) -file under C:\Windows\Fonts\
Many skins are obsolete though. Personally what I can think of for use are PixelVision 2, Metro for Steam (Windows 8 -skin), Pressure, Pulse, Air, Compact SteamUI and few others.
Since Steam\skins\ serves as an override folder, you can easily make re-adjustments to the steam.styles -file with WordPad, and you can even enable custom sounds should you launch Steam with the -noverifyfiles launch argument.
