Overall no, you can get a game hub ban or lose the ability to do some things in games if a dev decides to do anything about it. Even then a certain game hub stopped banning people because of it since it hurt them more to do that.

It's still a use at your own risk.

You shouldn't use it regardless because it's an ass thing to do, earn the achievements legit. 3rd party trackers ban you.

As much as that is true, they are flawed and do have false positives, and don't and can not catch people for everything so going by them is dumb.
Steam actually can.

Your using a third party app to break into Steam core functions and Altering the code without the permission or authorization to do so. However considered how small you are in comparison to steam chances are they arent going to target "the end user" and instead target the actual provider first this way when they do respond to the smaller people the service has been removed by that point and now steam can begin doleing out criminal charges and lawsuits.

Dont use an achievement manager. Play the f*ing games you loser.
FYI read the eula agreement you signed when you made a steam account because you have already admitted to being in direct violation of your contract.

When you made a steam account you signed a form that expressly states that for in the service for using Steams services you will obide by several rules i dont care to list here, this is infact a contract, just adding that cause there are those who dont believe the eula agreement is a contract until they wind up court and it actually gets enforced. Those arent random words friend, thats a threat from steam on what will happen if you misuse their product. So i strongly suggest you read it.

You do realize that basically everyone is in some violation of the EULA right in some way? And as much as yes it does break the rules same with running bots on Steam (for the most part) it's not actually enforced.

Valve is not worried about achievements they mean nothing and SAM has its uses other than unlocking achievements same with cheat engine.

As an achievement hunter i gotta say though that i totally wouldn't mind if they banned people from unlocking achievements if they SAM or cheat them in some other way.

i tried to achieve hunt Loadout but the game got shutdown before...missing 1 aachievement forever >~<
They won't go after the maker of it, it's been like what? 10-15+ years now... They've gone after people much faster for other stuff. A Valve employee already went on the record many, many years ago about SAM/achievements and stated what I pretty much said and they don't really care and that they have to redo the entire system when achievements again do nothing except make you feel good that you unlocked them.

On top of that, a few devs from games has walked back from banning users' cheating achievements because it hurt them in doing it.

Remember when they said Steam doesn't have gamerscore only because mods can have achievements and it would be easy to get tons of fake gamerscore? Yeah...
This is why achievement hunting on PC is a joke, only thing console do better but sadly i don't think we can ever get even close on PC.
True makes sense when you put it that way :/
Ran into that exact issue with Skyrim so i gave up achieve hunting for it
