Windows maximize to wrong size on secondary monitors with diff res than primary
ISSUE
When maximizing Steam windows on secondary monitors that are not the same resolution as the primary, they maximize to the resolution of the primary monitor and not the monitor they are actually maximizing on.

If the secondary monitor is lower res than the primary, then the bottom and/or right of the window is cut off.

If the secondary monitor is higher res than the primary, then the maximized window does not fill the screen and is the size of the primary monitor.

OS
Windows 8 x64

GRAPHICS
GTX 680 - 310.90 drivers

STEPS
Maximize a steam window on a secondary monitor that is not the same resolution as the primary monitor.

EXPECTED
That it would maximize to the resolution of the monitor it's maximizing on :)

I just tried with the Sept 6th build and Steam is still maximizing wrong on secondary monitors.

This used to work fine for me 15 months ago on this same hardware running Win 7. I first noticed this maximize issue about a year ago when all of the Big Picture changes were being added to the client.
my issue was having the task on my secondary monitor. (through ultramon or display fusion)
So we definitely fixed a case where this happened, which was maximizing, then minimizing and then restoring by activating on a taskbar located on a different monitor than the window would restore to.

I can't reproduce any other issues no matter how hard I try and how many different multi-monitor setups I use. So there must be something I'm missing in terms of the configuration those of you who still have the issue have. Are you all moving your taskbar off the primary monitor like LuminatX posted? Are you doing any other unusual customization beyond just having two monitors with different res and taskbar on the primary?
Eureka!

Win 8: Taskbar Properties -> Show taskbar on all displays

With that option disabled (and only one taskbar) maximizing works fine.
With that option enabled (and the taskbar duplicated on each display) maximizing is broken and only recognizes the resolution of the primary display.
I can confirm DGMan54's fix worked. With the taskbar only on the Primary (Bigger and 1080P monitor) maximizing works like it should. With the taskbar spanned across both screens, or moved to the 2nd monitor (Smaller 1050P screen) instead of on the 1st (So it should affect Windows 7 as well) it maximizes offscreen just like others report with about 1/4 the right side off onto the main screen. (since 2nd monitor is on my left)

I can confirm what IM0001 said regarding Windows 7. If the task bar is on the secondary monitor the problem occurs, but if it is on the primary monitor it does not.

My secondary monitor is smaller than the primary, and to the left and slightly below it in the diisplay settings.
I'm using DisplayFusion on Windows 7. Main display is on the center (30" 2560x1600, 2 portrait displays on the sides with 1200x1920 resolution).

Main display has native Windows taskbar on the left of the screen, Steam is started on the main display.

2 side displays have DisplayFusion taskbars at the top.

I drag Steam window from the main display to one of the side displays and double click it to maximize. It maximizes on the side display to the size of the main display.

It's NOT a DisplayFusion issue as exactly the same setup has worked before, then something has broken in Steam. This issue was reported to DisplayFusion team and they have confirmed that it's Steam bug and they are in touch with Valve on resolving it:

http://www.displayfusion.com/Discussions/View/incorrect-steam-window-position/?ID=a11c6ef6-5d85-479b-a2fb-3fd678eacc18 .

The issue happens when there is a taskbar on the secondary display according to them. It has been months since it was reported first and it still doesn't work properly even with the latest Steam beta.

I can confirm that @CrazyCoder is correct. I work for Binary Fortress Software (makers of DisplayFusion), and can confirm that any taskbar on the secondary screen, whether it's the Windows taskbar, or a third-party one like ours will cause this issue to occur.
Thanks for all that information from those of you who followed up. Knowing this is related to moving the taskbar off the primary (or Win 8 with taskbar on all) is super useful. I'll take another look at this in the next few days and hopefully we can fix it quickly now that we have a solid lead on what is triggering the behavior.

I can also confirm that this is happening with "Ultramon" under Windows 7 64 bit.

With the "Smart Taskbar" enabled if I move the steam window to either my secondary or tertiary monitor and try to maximize it, it tries to set the window size to the size of the main monitor.

If I disable the "Smart Taskbar", it works as it should and the window maximizes properly.

GPU: GTX760

Primary Monitor Res: 1920 x 1200
Secondary Monitor Res: 1200 x 1920
Tertiary Monitor Res: 1200 x 1920
Still happening; Win8.1x64; 1920x1080(primary) and 1600x900(secondary).
@jmccaskey, any updates? It has been a month since your last post. Did you reproduce the problem? Is it hard to fix?
Yup, same thing still here. Running in the beta program as well so absolute bleeding edge version.
The Oct 24 build fixed the issue if the taskbar is _moved_ to the secondary display, but it still doesn't fix it for the way I normally have it setup with the taskbar _spanned_ across both displays (see my post above for config)
Hi,

thanks you fixed the bug. (But I found a related new one. When switching "Taskbar Properties -> Show taskbar on all displays" on and off steam will get larger than before. Turning it off is ok, but when turning it back on it resizes not correctly and is a littble bit too high. Although this should not be a problem, because this is unliky to encounter accidentally).
