[Windows 11: 24H2 specific bug] Steam fails to launch.

Issue:
SteamWebhelper fails to launch, this prevents steam from launching.

Details:
The community narrowed down the cause of the issue as follows:
-> This bug only happens on systems with Windows 11, updated to 24H2. Reverting back to 23H2 resolves the issue.
-> This bug pretends that the cause is the ati driver dll: atio6axx.dll
-> The Steam error logs show several entries related to the GPU.
-> It only seems to affect people with an AMD graphics card and using it as main output; not sure which exactly.

Steps:
-> Have a system with and AMD graphics card and Windows 11 installed, updated to the latest 24H2 update (which is still in preview stages, according to microsoft).
A clean install of this system is all that is needed.
-> Install Steam.
-> Attempt to launch the Steam Client.

Result:
Steam fails to launch and seems to just close.

Expected:
Steam launching succesfully. The Steam Store page to be displayed in the steam client's main window, etc.

I recommend reading the thread, despite it may be taking some time.

Can confirm it’s Nvidia as well, 4090. Reverting to 23H2 fixes it, updating back to 24H2 means the issue returns.

More info:
Occurs across 551.86, 555.99, 560.38 drivers, the first being WDDM 3.1 the other two WDDM 3.2. Occurs with and without the iGPU enabled in BIOS, setting all steam processes to prefer the iGPU makes no difference. Tried all sorts of cache clears, network resets (netsock, etc). Tried exempting Steams folder from Defender (no other AV/cleaning software), tried launching as admin in different forms, tried disabling the new Auto Color Management. Tried all sorts of launch arguments like disabling GPU acceleration, the sandbox, single process, etc etc. i9 13900k, 4090, newest BIOS for both, nothing disabled in BIOS.

Thought I was being clever using BBR2 and that it wouldn't hurt anything. How is it THAT that's broken.

Thank you! BBR2 is still broken in W11 24H2 as of today. Steam refuses to start, sometimes showing an error in the Steam Client WebHelper (steamwebhelper.exe).
