There is a workaround and that is simply switch Steam Input game configs off for game in Steam Library after selecting game or just set "global" override to switch off all Steam Input game configs by deselecting all the supported controller types listed in general settings. The exceptions are for virtual gamepad driver used by Steam Remote Play and Steam Controller.

I too am seeing issues with double input and undetected inputs for right joystick and axby buttons as well as other buttons in MW2 with Thrustmaster eSwapX controller. And cant map the share button reliably when Steam Input xbox configs and advanced xbox feature set drivers active on win 10 22h2 for several months including latest beta client.. It hard to reproduce and is intermittent. I also sometimes feel Steam Input is still messing with controller even after disabling the xbox type configs - others report more obvious and game breaking issue where games do not detect controller at all, like switch pro controller which has major issues just now with steam runtime.
Please do not delete OP as the more people posting about same issues the higher it should be on Valve developers priority list to fix.
To help Valve devs more please update OP with operating system and controller make and model/s you see this issue with.

Are you not seeing the tip saying "Hold View button to open controller overlay" slide out when you start holding the View button?
Yes, I see the "Hold View button to open controller overlay" and doing so functions properly, full access to Steam Overlay. The issue is that the View button does not work in game to open maps, enter menus, etc. Pushing the button does nothing, unless it is followed by the "B" button, which then immediately brings up whatever the View button was supposed to. Pushing the View button twice in a row brings up the Steam controls and settings for the game (not sure what this is called).
Valve have made Steam unusable to me and they keep ignoring feedback and seem unable to provide bug fixes that are actually fixes.
Used to love Steam and Valve. Now they are dead to me. Using other game launchers is a great reminder how simple PC gaming experience can be compared to the bloated with useless features app that is known as Steam which is now just bug riddled bloatware. Valve can keep sticking as much lipstick on that pig as they can or want but Steam is just a pig regardless, so much so now I can't and don't want to use Steam at all.
Am sure you will be pleasantly surprised at how well third party solutions can work for you too.
1. Launch Steam Link on Apple TV with the Xbox Controller
2. In the Steam Link app, navigate to Settings (gear icon)>Controller>Setup Controller, this will immediately drop you into the button binding sequence.
3. Follow the default binds (or whatever you like) until you get to the "Guide" button.
4. Bind the "Guide" to the "Extra" button (the one located in the center directly below the "Guide" button).
5. Then bind the "Menu" button to the default (or other if you are doing your own).
6. You will then be asked to bind the "Extra" button, skip it (and all subsequent buttons unless you have an elite controller) by pressing "A".
You should now be able to use all functions in game normally, as well as being able to send commands to Steam that use the "Guide" button, and use the actual "Guide" button for Apple TV inputs without conflict.
