"Move install" progress window disappears after minimizing

The "Move install" progress window disappears if it is minimized, which means that the user loses track of the progress of the process.

Steps to reproduce:
1. Open the Properties of a game in the library
2. Click the Local files tab
3. Select Move install folder
4. Select a different directory and start the moving process
5. Minimize Steam and all its windows
6. Notice that the progress window for the moving has disappeared, and it cannot be refocused.

Over a year later and this remains an issue on steam. Just had the window that shows me the progress of moving one games install files to another steam install folder and it disappeared with no way for me to get it back. I have no idea of where it is in the progress or if it is even still happening. This really sucks.

Still a issue Approaching Febuary 2023. Can see The game transfering in Task manager, Only way to tell. Having this issue while transferring Warthunder (105GB)

For a least the past few months, many (or all) of the times I've gone to install things in Steam (just a normal install, not a move) I just click the INSTALL button about a dozen times, and watch it do nothing, until it sometimes eventually gives me a spinny-circle cursor icon and does nothing.

(BTW... I typically give the first click at least 10-15 seconds or more before clicking additional times.)

Then, I eventually minimize the main Steam window, and realize that the Install Box is actually behind the Steam window on the desktop, and that's why the INSTALL button isn't working.

Would be nice if the Install Window appeared where you can see it.

I used to be using Windows 10, but then I switched to Windows 8.1 and have since, at the suggestion of many Steam users, further upgraded to Windows 7.

Im not sure but the first time i moved a game it appears also on the downloads, but not downloading, just showing the disk usage, but now its not doing anymore, its lke the issues described on this discussion and really hate having not clue how the moving process its going
