* Steam Input still ignores the state of 'Xbox Configuration Support' in the Steam client when it comes to the Chord configuration -- The Chord configuration is always enabled regardless of the user's own preferences.
* It doesn't make sense to have the Chord configuration be always enabled since, as mentioned, it's a built-in feature of the Xbox controller to turn itself off after the Guide button is held down for a couple of seconds.
A few years ago I grew so annoyed and frustrated at Valve's lack of fixing this issue and respect users' choice that I instead rebound the whole Chord configuration to not do a thing when used:

So even if I forget to disable the "Open Xbox Game Bar using the Guide button" setting in Windows 10, I am safe in the knowledge that Steam doesn't mess with my input.
On another note, I saw that Valve added a new custom driver for the Xbox controller to enable "enhanced support" during these last months. Hah, no way am I going to install that one until Valve learns to play nice when it comes to Steam Input and how it messes with users' controllers.
On a third note, the new game properties UI has built-in overview of Steam Input controller support for a title, and whether devs force the feature on for a specific type of controllers, etc. That change is welcomed, as users now doesn't need to test or refer to SteamDB to know when devs are screwing them over

Yup, we're on schedule. If we're lucky we might get a fix during Autumn of 2021 at the earliest.
Yeah, it's a built-in feature. The DualShock 4 makes use of Guide (or their equivalent) + Y combination. The Steam Controller also makes use of the Guide+Y combination. The Xbox behavior is the odd one out. In fact, the Xbox 360 wireless controller didn't even have a built-in way of turning it off on PCs! You had to physically disconnect the battery to turn those off, or use a third-party application that sent the appropriate 'power off' signal to the controller.
That said, this thread though is more about Steam Input's lack of disabling the use of the chord button more than it is about the controller's lack of customizing the power off gesture 🙃
