Report a translation problem
Since the Steam overlay's the most likely thing to change, try disabling that. If that doesn't help, try all other overlays you can think of.
If it still doesn't work, I'll take a look at your logs if you paste them to pastebin.com, I cannot make any guarantees that anything in the log will be familiar after this long though :)
FYI, even if the OSD / control panel are not working, pressing Ctrl + Shift + T can be used to verify that at least part of Special K is working -- that'll produce a PSN trophy unlock sound.

If I remember correctly I originally played Berseria with this spec.

I was always told more threads would help and to move to win10 as Special K always been designed to work on windows 10.
It played reasonably well, but I always had micro stuttering, usually noticable on he scrolling text on equipment and the 1070 couldnt quite handle 4xSGSSAA 60fps.
Fast forward to today.

The game is buttery smooth not even any micro stutters, all I had to do was enabled legacy filename support on my partition the game is on, and all is well, using the same dll that was installed years ago.
Shame the draw distances couldnt be fixed though as they really are hideous in this game.
