Special K was deleted from GitHub, but even when I'm not worrying abbout where to host the thing, it doesn't have support for D3D10 :-\ This is an API I would like to skip entirely, as apparently would the handful of developers that ever used it :)
If there's a D3D9 version available, that's your best bet.
The only way he could fix DMC4 SE is if he found a way to port the game from DX10 to DX11, which I'd imagine is MUCH easier said than done. (it is possible though, Nordic did exactly that with Red Faction: Gureilla when replacing GfWL with Steamworks)
What crapcom were thinking porting the game into an api that M$ broke years ago, I'll never know.
